Backup and DR Assessment: Recovery Tiers That Size the Cloud Target

Quick answer

A backup and DR assessment for migration assigns each workload a recovery tier, its RPO, RTO and retention, before it moves, so the target cloud design and budget include the right backup policy and DR pattern from day one. NTSPL agrees tiers with business owners, prices each tier's pattern in Indian region pairs and feeds the result into the landing zone and TCO.

Why Migrations Copy the Wrong Recovery Design

Migrations usually copy whatever recovery arrangement existed on-premises, or none at all. The ERP that had tape backup and a cold DR rack lands in cloud with daily snapshots and no second region, while a low-value intranet gets cross-region replication because the template included it. Nobody asked the business how much data loss or downtime each system can tolerate, so DR spend ends up unrelated to business impact.

NTSPL runs short impact interviews with owners, assigns each workload to one of four recovery tiers, and maps each tier to a priced pattern: backup only, pilot light, warm standby or active-active. Patterns are costed in Indian region pairs, retention is aligned to regulatory and legal needs, and the tier register becomes a design input for the landing zone, backup policies and the TCO.

When Recovery Tiers Must Be Set Before Moving

Signals you need Backup & DR Assessment

  • Migration waves are planned, but RPO and RTO have never been agreed with business owners
  • An on-premises DR site or rack worth ₹30 lakh a year or more will be exited as part of the migration
  • Backup retention differs by system with no documented reason, from 7 days to 10 years
  • The board or regulator has asked for DR drill evidence that today's setup cannot produce

When to choose something else

  • You want an audit of the current backup estate's coverage, restore success and cost: that is a backup assessment, not migration tiering.
  • No migration is planned and the question is overall DR strategy from a business impact analysis: run a DR strategy assessment instead.

What the Recovery Tiering Covers

01

Business impact interviews

Thirty-minute sessions with owners to quantify hourly downtime cost and tolerable data loss per workload.

02

Tier assignment

Each workload placed in one of four tiers with RPO, RTO and retention, signed by the owner.

03

Pattern mapping

Tiers mapped to backup-only, pilot light, warm standby or active-active, with region pair choice.

04

Retention and immutability

Legal, tax and sector retention rules matched to backup policies, with immutable copies where ransomware exposure is high.

05

Cost and design input

Each tier priced per workload and handed to the landing zone, backup policy and TCO workstreams.

Owner interviews quantify downtime and data-loss impact per workload, which sets a recovery tier. Each tier maps to a priced DR pattern in an Indian region pair and becomes a design requirement.

Backup and DR Services Used in Target Design

AWS

Tiers are expressed as Resilience Hub policies; Elastic Disaster Recovery serves pilot-light tiers between Mumbai and Hyderabad, with AWS Backup vault lock for immutable copies.

Microsoft Azure

Site Recovery covers warm-standby and pilot-light tiers between Central India and South India, and Business Continuity Center reports protection per tier across subscriptions.

Google Cloud

Tiers map to Backup and DR backup plans with vault-enforced retention, and asynchronous disk replication between Mumbai and Delhi serves standby tiers.

Tiering Thresholds and Pattern Choices

01

The four tiers

Tier 0: RPO under 1 minute, RTO under 30 minutes, active-active or synchronous replicas, for payments or clinical systems. Tier 1: RPO 15 minutes, RTO 2-4 hours, warm standby. Tier 2: RPO 4 hours, RTO 24 hours, pilot light. Tier 3: daily backup, RTO 72 hours. Typically under 10 percent of workloads justify Tier 0.

02

Dependency inheritance

If a Tier 1 application authenticates against AD or calls an integration server, those services must be Tier 1 or better in the recovery region. This step frequently raises 5-10 shared services and is the most common gap in DR designs that pass review but fail drills.

03

Region pair choice

For workloads under Indian residency expectations, pair inside India: Mumbai and Hyderabad on AWS, Central India and South India on Azure, Mumbai and Delhi on Google Cloud. Confirm every service in the pattern exists in both regions, and keep the secondary region's quotas raised in advance.

04

Operational recovery versus retention

Separate short operational backups, 14-35 days, from long-term retention for tax, legal or sector rules, which can run 8-10 years. Long retention belongs on archive tiers with immutability, not in daily backup policies, otherwise backup cost grows every month with no recovery benefit.

DR pattern and region pair per tier
Per-workload backup and DR cost

Recovery Measures We Set

KPI Typical target
Workloads with owner-signed tier 100 percent before their wave
Share of workloads in Tier 0 Usually under 10 percent
First DR drill meeting tier RTO Within 90 days of go-live
DR spend as a share of run cost Typically 12-25 percent

Tiering Errors to Avoid

Risk How NTSPL prevents it
Every owner asks for Tier 0 Tiers are presented with per-month cost, which consistently moves requests to realistic levels.
Shared services left at a lower tier Dependency inheritance check using discovery data raises them before design.
Retention bundled into daily backups Separate archive policies with immutability for long retention.
Buyer comparison

Pilot light or warm standby: which DR pattern should a workload get?

Choose by RTO and cost. Pilot light keeps data replicated and core components ready but compute off, so recovery takes hours as servers start and scale; it suits RTOs of 4-24 hours at a fraction of production cost. Warm standby runs a scaled-down copy continuously, giving RTOs under one to two hours, at roughly 25-40 percent of production compute cost. If the business can tolerate a half-day outage, pilot light is the rational choice. If an hour of downtime costs more than a month of standby compute, warm standby pays for itself. Active-active is only for the few workloads where minutes matter.

Key facts: Backup & DR Assessment

●AWS Resilience Hub lets teams define RTO and RPO targets as resiliency policies and assess applications against them.
●Azure Business Continuity Center replaces Backup Center as the unified view for Azure Backup and Site Recovery.
●Google Cloud has two Indian regions, Mumbai (asia-south1) and Delhi (asia-south2).

Backup & DR Assessment: Frequently Asked Questions

How long does a backup and DR assessment take?

Four weeks for up to about 150 workloads, mostly spent in owner interviews. It runs well in parallel with application assessment because the same owners are involved. Owners see the cost of each tier before signing, which keeps Tier 0 requests realistic.

What does a pre-migration backup and DR assessment cost?

Typically 12-18 consultant days. The cost of the DR designs it produces varies far more, which is why tiering with prices shown to owners usually saves many times the assessment fee. The largest savings usually come from moving low-impact systems off warm standby.

Should Indian workloads use a DR region outside India?

Usually not for regulated or personal data. RBI, SEBI and IRDAI expectations and many customer contracts point to in-country recovery, and every major provider now offers two Indian regions. We record any cross-border recovery as an exception needing compliance approval.

How are ransomware scenarios handled?

Tier 0 and Tier 1 data gets immutable, vault-locked copies isolated from workload administrators, and the drill plan includes a clean-room restore test, not only a regional failover. Restore points are verified as clean before data is returned to production.

Do on-premises backup tools carry over?

Sometimes. If your current backup product supports the target cloud and your team knows it well, it can be retained; otherwise native services reduce licence and agent overhead. We compare both per tier. Agent counts, licence terms and support for immutable cloud storage decide the comparison.

When is the first DR drill after migration?

Within 90 days of a workload's go-live for Tier 0 and Tier 1, then on a fixed schedule per tier, with results reported to the risk committee. A failed drill reopens the tier design rather than being recorded as an exception.
